«The Morocco of tomorrow» by 2035 as seen by the development commission

While setting an ambition for the Kingdom by 2035, the Special Commission on the Development Model defines five interdependent and complementary development objectives for a prosperous, inclusive, sustainable, daring and skilled Morocco and proposes to support the development objectives with a series of indicators.

In its report, presented to King Mohammed VI on Tuesday, the Special Commission on the Development Model devotes a part to «Morocco's ambition by 2035». It is a «value proposition that expresses and characterizes the direction and the level of development desired by 2035», which «plays the role of a compass» and «reflects the main aspirations of Moroccans», reads the report.

«In 2035, Morocco is a democratic country, where everyone is fully able to take charge of their future and release their potential, to live in dignity within an open, diverse, fair and equitable society.It is a country that creates value, which grows its potential in a sustainable, shared and responsible manner.Capitalizing on its significant progress at the national level, Morocco is establishing itself as an exemplary regional power, at the forefront of the major challenges facing the world».

The Special Commission on the Development Model

Five development goals to meet

This ambition incorporates biases that project Morocco into the future, writes the commission, such as enhancing «human capital and the capacities of female citizens as the primary lever of equal opportunities, active inclusion, exercise of citizenship and access to well-being». 

The report also cites «the attachment to what makes the Kingdom unique», to «gender equality and to the consecration of the place and role of women in the economy and in society». It also stresses the need of «an inclusive mode of value creation, which makes full use of all potentialities, ensures an equitable sharing of the wealth created».

To achieve this ambition, the commission makes several recommendations. It believes that «Morocco will have to take up many challenges and catch up with significant progress in areas marked by significant deficits, which would constitute a brake on development if they were not significantly improved». It will also be «necessary to boldly seize all the opportunities within Morocco's reach to accelerate its development, by taking bets for the future and objectives of excellence in strategic and transformational areas».

Achieving these ambitions requires «simultaneously meeting five interdependent and complementary development objectives, which are prosperity, empowerment, inclusion, sustainability, and regional leadership», it explained.

Fifteen development indicators

Moreover, for regional leadership, the report indicates that the Kingdom «supports its ambition by its determination to take up daring bets for the future, which together would make Morocco one of the most dynamic and attractive economic and knowledge centers of the region and in the continent». 

In this sense, the document mentions five bets for the future: becoming a digital nation, where the transformational potential of digital technologies is fully mobilized, establishing itself as a regional hub for higher education, research and innovation and becoming the regional champion of low carbon energy. It is also a question of «acquiring the status of a regional financial center of reference» and of «making Made in Morocco a marker of quality, competitiveness and sustainability».

These development objectives will be paired with a series of indicators intended to achieve the primary objectives of the new model, in an explicit, quantifiable and quantifiable manner. In this sense, the body expects the GDP per capita to rise from $ 7,826 to $ 16,000 by 2035. The report also aims to ensure that more than 90% of students would have basic academic skills upon completing primary school, compared to less than 30% in 2020.

The Commission suggests reducing the employment rate in the informal sector to 20% and increasing the participation rate of women in the labor market to 45% from 22% currently. The new development model also aims to accelerate the economic growth rate, which should rise to 6% on average. For this, Morocco must, according to the same document, initiate a chain of transformation of its economic fabric.
